I don't know if this helps but I had problems because webmaster tools was showing an old static xml sitemap and I had to delete this and submit the sitemap_index_xml. I couldn't get this to work until I added "index.php/" before "sitemap_index.xml". So, in webmaster tools for your site try submitting "index.php/sitemap_index.xml".
