as you know this issue is not new, i by my self complained before a year almost here
in the support forum.
This error comes back again in your last update.
(a lot of issues with your last update)
Is not something new.
Me and you guys, see this error before.
But!
on this 3 – 4 month the error was
gone when refreshing the page, but now is not.

What is the request Yoast looking for? (cUrl request with error 28).
Yoast plugin sending some cUrl command throw PHP, but what is it this cUrl?
If you can check why the plugin uses it, this is on a server level.
and why the plugin sending that cUrl request?
You design this plugin to request it (cUrl 28),
I believe you know what is it and what type of cUrl command the plugin executed throw the php.
Solutions? An explanation at least?
